This small African State was a colony of Germany until 1918, and of Belgium until 1962. Its major problem, however, originated in the 16th century when a pastoral Para-Nilotic ethnic group, the Tutsi, imposed themselves as a dominant people upon an agricultural Bantu peasantry, the Hutu. Extremely complex social relationships — divisions among the Tutsi and to a lesser extent the Hutu also — differentiate the clash of the two major groups in Burundi from the not dissimilar but more simplistic clash in Rwanda; the consequences however were those of violence and bloodshed on an even greater scale both before and after the departure of the Belgians. A tradition of political murder began in 1957, but the even more serious pattern of selective killings of leading Hutu personalities and educated men by the dominant Tutsi factions of the time began in 1965, and was repeated in 1969 and 1971 , on the latter two occasions many leaders of losing Tutsi factions perishing at the same time. A gendarmerie officer, Micombero, took power in 1966 ending the monarchy. A full-scale revolt of the Hutu took place in 1972 in which thousands (probably between 80,000 and 100,000) lost their lives either in the revolt or the subsequent repression, both sides aiming at a 'final solution' with almost Hitlerian literalism. Torture, disembowelling and crucifixions were reported. In 1976 the Head of State, Colonel Micombero, was overthrown by a group of officers headed by Lieutenant-Colonel Bagaza, and they have pledged themselves to 'clean up' Burundi's affairs.

The Burundi army and gendarmerie both played leading parts in the 1972 repression. Burundi's borders represent a threat — not from any foreign nation's ambitions but the continuing likelihood of the Hutu group attempting to cross, from safety, in the hope of overthrowing the regime.

The Burundi army exists to perpetuate rule of the country by an ethnic minority.

This appears to comprise a 'commando' battahon at Gitega, a 'parachute' battaUon at Bujumbura, one (and possibly two) other battaUons and a logistic unit. Recruitment, Training and Reserves. The army is almost exclusively Tutsi. Belgian officers and advisers, who had become linked with one of the Tutsi factions, were returned home in 1968. Chinese assistance was used briefly in the mid-1960s. French mihtary assistance, including personnel (probably on contract) appears to have played an unattractive role in the I 1972 repression. A mihtary training and an aid agreement was signed with France in 1969. Units of the Zaire army also maintained order in the capital, Bujumbura, while the Burundi army suppressed the revolution in the rural areas. An armed forces training school exists.

Small arms have arrived from a variety of sources; vehicles (including those of UNICEF) were commandeered for use in the 1972 repression. A small number of Panhard armoured cars are in service.
